Judging from photos of the original Lowie boat, there is no lashing of
the rear stringer. The pressure of the skin keeps the tailfin pushed
against the stringer. However, I have usually been suspicious of this
arrangement working correctly, so I have lashed the stringer to the tailfin.
It's probably ok either way, lashed or not lashed.
What I suggest you do is not lash it, then when the frame is done, wiggle,
shake and twist your boat and see how the pieces of the frame move in
relation to each other. Then if you think that the deck stringer and the
tail fin would get out of alignment when the boat is in use, lash them
together.
