This is probably where the problem lies. You have to wait longer for the
boiled linseed oil to cure - it could take a month or so at 70 degrees F.
This is based on my own experience and many others who build wood canvas
canoes with traditional linseed oil-based fillers. I do add some japan
driers to my filler - about 2oz/gallon.

At this point, your best bet is to pop the blisters, clean out the oil
with some mineral spirits, let it dry and repaint.

Next time, give the oil enough time to cure.
