I have used nylon thingys designed to be sewn to a backpack or some kind of
bag device. The thingys look like a plastic D-loop fused to a flat tab,
designed to be machine-sewn through the plastic tab. Does that make sense?
Picture a black nylon D shaped thing about an inch wide, with a thin tab
projecting from the flat part of the D for another inch or so... SEATTLE
FABRICS (206.525.0670) has a huge selection of thingys you might find useful.

Anyway, I punched 5 or 6 holes in the tab and sewed it to the skin of the
deck. I put them everywhere I thought they might come in handy. Liberal
amounts of whatever you use to seal your skin. Just thread shock cord or
line through the loops in your favorite pattern. Because the D is parallel
to the skin, there is a high and a low "lashing", making it easier to work
a paddle (et al.) under the high lashing from the cockpit.

This method depends upon your skin to take the tension of the lashings,
whereas the traditional method puts the compression into the gunwales, deck
beams, and deck stringer. You might want to loosen the lashings when the
boat is in storage to keep the skin from bagging out if that is a
possiblity.
