Imho varnish won't do the job you want. To adequately stabilize the plywood
all the pores must be filled. This will take multiple coats of even epoxy to
seal the end grain. Mind you it is important to know how long you want your
repairs to last. If only a year or two varnish will do, for five or more
years go for the epoxy.
