Well, maybe... although I think it has more to do with the shifting of the
center of bouyance outboard as more volume of the hull is immersed. I think
too much is made of the effect of rocker on stability, particularly on
secondary stability. Remember that when heeled the entire waterline profile
of the hull is changed massively, as with a sailboat. Flare causes the
center of bouyancy to shift outboard as heel increases, which helps keep
that CB outboard of your CG -- upright and breathing.
