What about a good, razor-sharp crooked knife? That's what I use for cutting
the groove for throwing sticks, smoothing curved deck beams, etc. Kind of
like using a variable radius gouge at the tip, combined with a flat section
for planing. Perhaps not as fast as power tool, but easy to control, with
practice, and quiet and no dust.

I use the Kestrel Tool "C" bend
<http://www.sculpturetools.com/kestrel/crooked.htm>, it is an excellent
tool, although I wish the blade were a little longer.
