Thanks George. I'm also going to check out old photos and books in search of
the first feathered sighting. We should be able to figure this out. Yes? No?
I did check out the 'lightning' web site, the source of the suspect article.
There is no author cited. The virtue of this medium is that anyone can post
anything; that is also its unfortunate liability. Caveat Emptor!

Defering this question to higher authorities, I have consulted an original,
unretouched (pre-Soviet, no disappearing Party officials in this one)
photograph, printed from the original negative by Paul Grabbe whose father,
military attache to the Tsar (and also a kayaker) took the picture,
annotated as follows on the back:
"Tsar Nicholas II, accompanied by Captain Neverovsky, on a baidarka outing
off the coast of Finland, 1912."
The Tsar is using an unfeathered paddle.
Revolutions have happened over less.
