Boiled linseed will do the job. You may want to mix the first coat 50:50 with mineral spirits or turpentine in order to get better penetration. Subsequent coats can be full strength. Adding a little Japan drier will help the oil cure faster.
If you can find 100% tung oil, you can use it or blend it with linseed oil. Be wary of commercial "tung oil" finishing products. Many contain no tung oil and those that do are typically tung-oil based wiping varnishes (not what you want). Also note that oil finishes cannot be built up to any appreciable thickness and they are not waterproof. This is why dents in an oil finished paddle will readily come out with use.
