I wouldn't try tying down the straps and not the boat. I remember seeing a canoe
that someone had cartopped by tying the gunwales to the rack instead of belly straps.
The boat suffered many stress cracks in the hull.

I would go for using foam blocks or padded wood form cut to the shape of the deck to transport the boat upside down. Also you don't need a whole lot of tension on the belly straps if
you use bow and stern lines to hold the boat in one place.

One person I know uses an aluminum extension ladder with closed cell foam cutouts to transport their boat, a tandem outrigger canoe. The ladder is attached to the roofrack and the
boat gets strapped to the ladder.
