$500 will buy you a decent bandsaw for cutting out the blank (I've used a
hand saw up till now, and just ordered my first table saw), a plane, a draw
knife, a spoke shave, and a whittling knife. That's the most tools you need
to carve a Greenland paddle, and you can get buy with less.
