Andrew, I would strongly advise not using poplar as it is highly prone to
rot especially if is actually aspen which is often sold as poplar. Pine,
fir or even spruce would be a much better choice if it is Home Depot you
must contend with. Stay away from hemlock though. Absolute clarity of grain
is nice but small tight knots are not going to adversely affect your boat.
One could laminate if you are really determined to have clear stock or
(although I have never tried it) marine quality plywood could probably do
the trick with solid edges laminated on to cover endgrain and provide a
better medium for the mortising.
