Sometimes it' easier to scarf a thicker piece of wood (say 4 x 2 inches in
your case) then rip it down to the narrower, final dimension (4 x 3/4
inches). If your stock is already 3/4 of an inch thick, however, this
doesn't help.
I have scarfed narrow (1/4 inch thick) strips of cedar by feeding them
against a large (12 inch) disc sander, with a fixture clamped to the table
so that the angle is consistent. Assuming that 6 inches of the disc is
usable, this would give you a 1:8 scarf ratio with 3/4 inch thick wood.
You might do something similar with a belt sander.
Another approach is to clamp both halves of the joint side by side at the
edge of a table or workbench, and plane the scarf with a sharp handplane.
As long as the angles and length are the same (easier to judge when they
are side by side), you should get a good joint.
If you are unsure about your ability to get a close joint, be sure to use a
glue with good 'gap filling' properties (like epoxy).
