I had the experience of water weeping in when I used 2 coats of water based
polyurethane on 13 Oz polyester. At first I thought it was condensation
because the salt water I was paddling in was so cold. However, condensation
is not salty to the taste.
A coat of conventional polyurethane solved the problem and I have been leak
free for several years now with no need for additional coats. No peeling
either.

I doubt it. All the stiching is along the top, which never got wet. I think
it seeped in.
