PVA(Gorilla)-glued newspapers?

Sounds more like a pinata than a kayak!

How about polyester-as in 1970's leisure suits? It seems to stretch and
move in ways completely different to any other fabric. Peter could
'hunt' at yard sales and stitch them together like seal skins. With a
good sealer (keeping with the commercial theme -Scotchguard), who
knows-synthetic seal skin?
(Hint: if you're planning to bifurcate the bow, look for bell bottoms.)
