There are paddling shoes that are literally socks with some rubbery sole
material added. Not so much a boot as a slipper. Very flexible and not great
for walking on rough ground. Available at whitewater paddling stores.
While tricky to find, there are a couple of running-shoe-like water shoes that
don't have thick soles like most running shoes. I've almost given up looking
for them, though.
You could add climbing shoe soles to neoprene socks. In fact, a recent model
snow tire made for grip on ice will provide a potentially sticky-when-wet sole
to attach to a neoprene sock. Five-Ten also sells resole kits for their water
shoes and those are good soles. They too can be used for neo socks to make a
grippy thin foot cover.
