I think you'd have to waterproof the tube. It's cardboard, there might be
some waterproofing on the INSIDE for the concrete.

I considered these tubes as floats for an outrigger sailing canoe, there
would have been a layer of fiberglass or other fabric w/ epoxy over the
outside.
