I had the same problem with a baidarka and solved it by sewing up some long,
skinny nylon bags full of bird shot and stuffing them up under the ribs next
to the keelson. Initially it took about 30# to make the boat feel
comfortable, but it now feels fine with none at all.

Don't forget to use float bags.
