Dear Andrew,
I found the MAE 593-76 replica (built from David Zimmerly's survey data) did
not need ballast; rather I should say I did not need ballast. My prior
experience had been with a very tippy Greenland kayak that I in time got the
hang of. The MAE felt pretty solid from first try on.

I'm not familiar with the "Shearwater" baidarka, but have a hunch the
sections are either much different than the Lowie Museum (now Hearst mus.)
kayak's, or that you will have no problem ballancing the MAE!
    All the Best,
Harvey

P.S. Skin-on-frame would be a much more valuable experience than
strip-building the MAE.
