Yes, trad baidarka holes don't suit modern store-bought 'keyhole' spray
covers.
I made my own from cotton canvas, but I think proofed nylon would be better.
The first step is to cut out a piece of material to cover the hole, which,
when hemmed, will hang over the edge by about 1" all round. Then a piece of
shockcord should be fed through the hem and tightened to suit. A 'chimney'
of the same material, big enough for your chest to fit in, is then sewn into
a similar sized hole in the spray deck, and the top edge hemmed with
shockcord inside the hem to tighten it around your chest.
Wolfgang Brinck's book includes this and other styles of spraydeck. If you
plan to hand-sew it, "The Sailmakers' Apprentice" by Emiliano Marino will
give you instructions for the best stitches to use at each seam/hem.
